組織機(jī)構(gòu)是指組織發(fā)展、完善到一定程度，在其內(nèi)部形成的結(jié)構(gòu)嚴(yán)密、相對獨(dú)立，并彼此傳遞或轉(zhuǎn)換能量、物質(zhì)和信息的系統(tǒng)。起源于人類的共同勞動，隨著人類社會的發(fā)展，尤其是國家的誕生日趨完備、成熟。其任務(wù)是協(xié)調(diào)各種關(guān)系，有效地運(yùn)用每個(gè)組織成員的才智，充分發(fā)揮組織系統(tǒng)的力量，達(dá)成團(tuán)體的目標(biāo)。
行政機(jī)構(gòu)
行政組織機(jī)構(gòu)是依法建立的國家公務(wù)機(jī)構(gòu)的一種，是為執(zhí)行一定的方針政策而提供公共服務(wù)的社會單位或團(tuán)體
企業(yè)機(jī)構(gòu)
管理幅度和管理層次
管理幅度是指一個(gè)人能直接高效地領(lǐng)導(dǎo)下屬人數(shù)的限度，或稱管理面的寬度。如一家企業(yè)總共有100人，公司總經(jīng)理下面直接管理8個(gè)部門經(jīng)理，則該總經(jīng)理的管理幅度為8人。
管理幅度的意義在于如果沒有這個(gè)限度，一個(gè)人不能直接和有效地領(lǐng)導(dǎo)指揮成百上千的人，那么所有的管理職能均集中于老板身上，但老板一個(gè)人受精力、體力、時(shí)間和知識的限制，被管理的人數(shù)太多，面太寬，既管不好，也管不了。管理層次就是在職權(quán)等級鏈上所設(shè)置的管理職位的級數(shù)。比如說一個(gè)企業(yè)，從上到下，有總經(jīng)理、總監(jiān)、部門經(jīng)理、主管、職員，則管理層次共有五層。
管理幅度和管理層次是兩個(gè)相對的概念。管理幅度大，則管理層次少；管理幅度小，則管理層次多。
一般而言，在沒有系統(tǒng)、管理成熟度低的時(shí)候，一個(gè)人只能管理6-8個(gè)人，即管理幅度只有6-8個(gè)人；只有管理成熟度上升了，才能管理足夠多甚至無限大的人數(shù)。企業(yè)需結(jié)合縱向職能分工、組織效率的要求、組織不同部分的特點(diǎn)來確定。
指揮管理、任務(wù)目標(biāo)及職責(zé)
企業(yè)上下級之間應(yīng)有對應(yīng)性，一個(gè)下級只對一個(gè)上級負(fù)責(zé)，不越級指揮和管理，命令和指揮才存在統(tǒng)一性。同時(shí)，既能夠讓上級了解下屬的工作情況，也能夠讓下屬充分理會上司的意圖。
各崗位的職責(zé)與職權(quán)間必須存在對應(yīng)性。即承擔(dān)什么樣的責(zé)任，就應(yīng)該賦予什么樣的權(quán)力。比如部門經(jīng)理承擔(dān)整個(gè)部門管理的職責(zé)，就必須給部門經(jīng)理該部門人員的招聘權(quán)、考核權(quán)、獎(jiǎng)懲權(quán)，否則該部門經(jīng)理難以在部門內(nèi)建立威信。企業(yè)管理組織為了保證完成任務(wù)，實(shí)現(xiàn)企業(yè)的目標(biāo)，把每一個(gè)職工的力量集中起來組成一個(gè)整體，而且使各自明確自己的任務(wù)，圍繞企業(yè)的總目標(biāo)運(yùn)轉(zhuǎn)。企業(yè)組織設(shè)計(jì)應(yīng)以事為中心，因事設(shè)崗，因崗設(shè)人。
要具備一定的彈性
組織結(jié)構(gòu)既要嚴(yán)謹(jǐn)又不能規(guī)定過死，需具有一定的彈性，能適應(yīng)新情況的變化，尤其是需適應(yīng)企業(yè)戰(zhàn)略規(guī)劃的變化。戰(zhàn)略決定組織架構(gòu)，有什么樣的戰(zhàn)略就有什么樣的組織架構(gòu)；另一方面，組織架構(gòu)又支持戰(zhàn)略的發(fā)展，是實(shí)施戰(zhàn)略的一項(xiàng)重要工具，一個(gè)好的企業(yè)戰(zhàn)略要通過與企業(yè)相適應(yīng)的組織架構(gòu)去完成方能起作用。
代碼
第一條 為加強(qiáng)對組織機(jī)構(gòu)代碼工作的管理，準(zhǔn)確反映組織機(jī)構(gòu)的信息，完善社會監(jiān)督管理體系，根據(jù)國家有關(guān)規(guī)定，結(jié)合本省實(shí)際，制定本辦法。
第二條 本辦法所稱組織機(jī)構(gòu)，是指國家機(jī)關(guān)、企業(yè)和事業(yè)單位、社會團(tuán)體以及其他依法設(shè)立的組織。本辦法所稱組織機(jī)構(gòu)代碼（以下簡稱代碼），是指由國家編制并賦予組織機(jī)構(gòu)在全國范圍內(nèi)唯一、不變的法定標(biāo)識。
第三條 本辦法適用于本省行政區(qū)域內(nèi)的組織機(jī)構(gòu)。
第四條 省技術(shù)監(jiān)督行政主管部門統(tǒng)一負(fù)責(zé)全省的代碼管理工作。其主要職責(zé)是： （一）組織貫徹實(shí)施國家和本省有關(guān)代碼管理的規(guī)定，制定代碼管理工作的發(fā)展規(guī)劃和年度計(jì)劃； (二)統(tǒng)一劃分代碼區(qū)段； （三）組織建立代碼信息系統(tǒng)； （四）組織實(shí)施代碼標(biāo)識制度，并對執(zhí)行情況進(jìn)行監(jiān)督檢查； （五）查處違反本辦法的行為。
第五條 設(shè)區(qū)的市、縣技術(shù)監(jiān)督行政主管部門在上級技術(shù)監(jiān)督行政主管部門的指導(dǎo)下，負(fù)責(zé)本行政區(qū)域內(nèi)的代碼管理工作。
第六條 各級工商行政管理、民二、編制和稅務(wù)等有關(guān)部門應(yīng)當(dāng)按照各自的職責(zé)，協(xié)助同級技術(shù)監(jiān)督行政主管部門實(shí)施代碼的管理工作。
第七條 新設(shè)立的組織機(jī)構(gòu)應(yīng)當(dāng)自設(shè)立之日起三十日內(nèi)，向技術(shù)監(jiān)督行政主管部門申請辦理代碼登記手續(xù)，領(lǐng)取《中華人民共和國組織機(jī)構(gòu)代碼證書》（以下簡稱代碼證書）。
第八條 組織機(jī)構(gòu)名稱、住所等發(fā)生變更的，應(yīng)當(dāng)自變更之日起三十日內(nèi)，向原代碼登記部門申請辦理代碼變更手續(xù)。
第九條 本辦法施行前設(shè)立的組織機(jī)構(gòu)，未辦理代碼登記手續(xù)，或者辦理代碼登記手續(xù)后名稱、住所發(fā)生變更未辦理代碼變更手續(xù)的，應(yīng)當(dāng)自本辦法實(shí)施之日起六十日內(nèi)，向技術(shù)監(jiān)督行政主管部門補(bǔ)辦代碼登記、變更手續(xù)。
第十條 組織機(jī)構(gòu)終止后，應(yīng)當(dāng)自終止之日起三十日內(nèi)，向原代碼登記部門辦理備案手續(xù)。
第十一條 組織機(jī)構(gòu)應(yīng)當(dāng)按照國家有關(guān)規(guī)定，接受技術(shù)監(jiān)督行政主管部門組織進(jìn)行的代碼信息檢查登記，并按期換領(lǐng)代碼證書。
第十二條 代碼證書僅供申領(lǐng)的組織機(jī)構(gòu)持有、使用，任何單位和個(gè)人不得偽造、涂改或者轉(zhuǎn)讓。遺失或者損毀代碼證書的，應(yīng)當(dāng)及時(shí)向原代碼登記部門申請補(bǔ)發(fā)。
第十三條 各級技術(shù)監(jiān)督行政主管部門在代碼管理工作中應(yīng)當(dāng)簡化程序，提高效率，并按照國家有關(guān)規(guī)定向有關(guān)部門和社會提供代碼信息業(yè)務(wù)。
第十四條 申請領(lǐng)取、變更、補(bǔ)發(fā)和換領(lǐng)代碼證書，應(yīng)按省財(cái)政和物價(jià)部門核定的標(biāo)準(zhǔn)向技術(shù)監(jiān)督行政主管部門繳納工本費(fèi)。
第十五條 各級技術(shù)監(jiān)督、工商行政管理、民工、編制、稅務(wù)、計(jì)劃、經(jīng)濟(jì)貿(mào)易、財(cái)政、公安、勞動、人事、統(tǒng)計(jì)、國有資產(chǎn)管理等有關(guān)部門和金融、保險(xiǎn)機(jī)構(gòu)，應(yīng)當(dāng)在各類登記、統(tǒng)計(jì)報(bào)表和有關(guān)數(shù)據(jù)庫中設(shè)置代碼欄目，并在辦理組織機(jī)構(gòu)的有關(guān)業(yè)務(wù)或者其他事項(xiàng)時(shí)查驗(yàn)其代碼證書。
第十六條 違反本辦法第七條、第八條、第九條、第十一條和第十二條規(guī)定的，由縣以上技術(shù)監(jiān)督行政主管部門責(zé)令其限期改正，并可處以一百元至一千元的罰款。
第十七條 技術(shù)監(jiān)督行政主管部門的工作人員在代碼管理工作中濫用職權(quán)、玩忽職守的，由上級行政機(jī)關(guān)或者有關(guān)部門依法給予行政處分，構(gòu)成犯罪的，由司法機(jī)關(guān)依法追究刑事責(zé)任。
第十八條 本辦法自發(fā)布之日起施行。
設(shè)計(jì)任務(wù)
組織設(shè)計(jì)任務(wù)是以組織目標(biāo)為出發(fā)點(diǎn)，以活動分析劃分為依據(jù)。其內(nèi)容包括：
（1）部門職能設(shè)計(jì)：
按活動功能劃分及整合，形成活動子集——不同的活動子集構(gòu)成各個(gè)部門；將部門子集活動進(jìn)行分解，形成崗位系列；測定每個(gè)崗位的活動總量，設(shè)定編制；明確部門及崗位職能。
（2）權(quán)力體系設(shè)計(jì)：
包括職權(quán)設(shè)計(jì)、集權(quán)與分權(quán)，職權(quán)的設(shè)計(jì)要與職能相匹配。
（3）職責(zé)設(shè)計(jì)：
職責(zé)設(shè)計(jì)要與職能、職權(quán)匹配。
（4）管理幅度、管理層次設(shè)計(jì)。
（5）信息傳遞方式，運(yùn)行機(jī)制（活動流程）設(shè)計(jì)。
