余孝其，男，漢族，1965年7月生，籍貫資中縣，1993年4月參加工作，1991年6月加入中國共產(chǎn)黨；四川大學有機化學專業(yè)畢業(yè)，博士，教授，博士生導師。

余孝其主要從事生物熒光探針、生物醫(yī)學材料化學等領域的研究。曾任中共四川省委教育工作委員會書記，四川省教育廳黨組書記、廳長。

主要從事生物熒光探針、生物醫(yī)學材料化學等領域的研究。共出版專著1部（Macrocyclic Polyamines:Synthesis and Applications,Published 2017 by Wiley-VCH）、參編教材和專著6章/節(jié)；發(fā)表SCI收錄論文360余篇；獲教育部自然科學一等獎1項，四川省自然科學二等獎1項，四川省科技進步獎二等獎2項、三等獎1項，獲授權(quán)專利14項；四川省教學成果一等獎1項、二等獎1項。2000年被評為四川省有突出貢獻的博士學位獲得者；2003年入選教育部新世紀優(yōu)秀人才；2006年被評為享受國務院特殊津貼專家；分別于2006年、2012年被評為四川省學術(shù)與技術(shù)帶頭人；2007年獲得國家杰出青年基金資助；2009年被聘為教育部長江學者特聘教授；2009年入選新世紀百千萬人才工程國家級人選。現(xiàn)任中國化學會理事，中國化學會化學生物學專業(yè)委員會委員，中國化學會超分子化學專業(yè)委員會委員，四川省化學化工學會副理事長。

2020年12月18日下午，西華大學召開全校干部大會。四川省委組織部來校宣布省委省政府關于調(diào)整學校主要領導干部的決定，余孝其同志任西華大學黨委書記。

2022年9月30日上午舉行的四川省十三屆人大常委會第三十七次會議第二次全體會議，表決通過了省人民政府省長黃強向省人大常委會提出的任免案，決定任命余孝其為四川省教育廳廳長。

2023年2月，四川省第十四屆人大常委會第一次會議第二次全體會議，表決通過了省人民政府省長向省人大常委會提出的任免案，決定任命：余孝其為四川省教育廳廳長。

2025年11月，四川省十四屆人大常委會第二十二次會議第二次全體會議，決定免去余孝其的四川省教育廳廳長職務。
