李忠誠1983年畢業于北京大學計算機科學技術系，獲理學學士；1986年和1991年分別于中科院計算所獲工學碩士學位和工學博士學位。1986年至今在中科院計算所從事科研工作，先后擔任研究實習員、助理研究員、副研究員和研究員。期間，1992年至1993年任國際勞工組織（ILO）系統分析專家；1996年至1997年加利福尼亞大學伯克萊分校訪問科學家。目前擔任中國科學院計算技術研究所研究員、博士生研究部主任、互聯網方向首席科學家。
