馬新文，男，研究員，博士生導師，所長助理，中國科學院近代物理研究所研究員。
2000年度中國科學院“引進海外杰出人才”。
在Physics Review Letters等國際重要學術期刊發表論文130余篇，并應邀在國際會議上做邀請和口頭報告20余次。國家重點研發計劃項目首席科學家，近年主持國家級重點科研等項目10余項。

1998年7月－2000年12月：德國重離子研究中心，博士后，在重離子冷卻儲存環上開展高電荷態離子結構研究。負責強庫侖場中電子關聯效應研究；開展量子電動力學(QED)效應和類氫離子的逆光電效應研究。
2001年5-7月, 德國GSI，訪問科學家，在重離子冷卻儲存環（ESR）上進行類氫U離子輻射電子俘獲（REC）和QED效應的研究。
2002年2-5月，日本國立核融合研究所（NIFS），客座教授，開展高電荷態重離子與原子碰撞反應截面的研究。
2002年5-6月, 德國GSI，訪問科學家，在ESR上進行類氫Pb離子輻射電子俘獲效應的實驗研究。

工作經歷
1990年7月－1995年12月：中國科學院近代物理研究所，研究實習員。主要參加離子與原子碰撞過程總截面測量及內殼層激發實驗研究。
1996年1月－1998年6月： 中國科學院近代物理研究所，助理研究員，研究室副主任。負責低能高電荷態離子與惰性氣體原子碰撞中多電子轉移過程實驗研究。
1998年7月－2000年12月：德國重離子研究中心GSI，博士后，在重離子冷卻儲存環上開展高電荷態離子能級精細結構研究。負責強庫侖場中電子關聯效應研究；參加量子電動力學(QED)效應和類氫離子的逆光電效應研究。
2001年1月－至今：2000年底回國工作。在近代物理研究所從事高電荷態原子物理實驗研究及大型實驗裝置研制工作。
2001年受聘為研究員、博士生導師。任研究組組長、實驗中心副主任、學位委員會副主任，所長助理，學術委員會副主任、原子物理中心主任。
主要成就

教學成果
自2001年回國后，建立了與德國重離子中心(GSI)，德國馬普核物理所(MPIK)，里昂第一大學LASIM實驗室，日本國立核融合研究所(NIFS)等國際著名機構的合作關系。與這些研究機構進行經常性合作研究，開展碰撞動力學、高電荷態離子譜學和強庫侖場中離子結構方面的研究工作，并聯合培養博士研究生。
研究領域
主要從事粒子與原子分子碰撞動力學、強庫侖場中量子電動力學效應、離子激光譜學、原子譜學在核物理中的應用以及相關大型實驗裝置研制。

完成項目
主持研制成功320kV高電荷態離子綜合研究實驗平臺，為開展Bragg能區高電荷態離子與物質相互作用研究提供了先進實驗條件，平臺裝置獲得2013年度甘肅省科技進步二等獎；負責自主建成反應顯微成像譜儀，實現了粒子與原子分子碰撞運動學完全測量實驗，首次發現了一些重要的物理現象，對國內相關實驗研究和技術發展起了積極的推動作用；發現了原子團簇和小分子新的作用機制和碎裂解離通道，展示了環境效應對碎裂動力學的影響。在蘭州重離子冷卻儲存環上成功開展雙電子共振復合實驗研究，推動儲存環精細譜學技術的發展。任暗物質衛星載荷分系統--塑閃陣列探測器研制副指揮。
