劉俊國，1977年2月19日出生于山東萊蕪市。現任北京林業大學教授，博士生導師。國際應用系統分析研究所（IIASA）客座研究員, IIASA實施規劃指導委員會委員，國際水資源系統委員會（ICWRS）委員，國際水足跡網絡（WFN）同行評議委員會委員，國際雜志《Hydrology and Earth System Sciences》編輯。

劉俊國——水文水資源研究專家
劉俊國，男，1977年2月19日出生于山東萊蕪市，漢族，中共黨員。現任北京林業大學自然保護區學院教授，博士生導師，優勢學科創新平臺生態系統保護子平臺學術帶頭人。

1999年畢業于華北水利水電大學農田水利工程專業，獲工學學士。
2002年畢業于UNESCO-IHE（荷蘭），獲工學碩士學位。
2007年畢業于蘇黎世聯邦理工學院（ETHZ）環境科學專業，獲理學博士學位。

劉俊國：年輕學者待遇偏低?科研人才流失嚴重
【財新網(微博)】（記者?李虎軍）“現在有很多研究生、博士生、博士后，甚至是講師，沒有足夠的經濟保障，這讓他們做研究非常非常難”。2012年3月18日，第三屆“青年科學之星”環境科學領域金獎得主、北京林業大學劉俊國教授，在北京中國科技會堂舉行的“尋找青年科學之星頒獎典禮”上發出了這樣的感慨。
當天，35歲的劉俊國在代表獲獎科學家致辭時，趁機“替所有的青年科學家說話”。該獎項由中國科學報主辦，愛思維爾出版集團協辦，本屆共有43位獲獎者。獲獎者均在40歲以下，其代表性論文具有較好的國際影響力。
“我在歐洲學習工作了近十年，這十年期間，我的獎學金、我的工資足以支持我的生活，讓我安安心心地研究，舒舒服服地生活。”五年前在蘇黎世聯邦理工學院獲得博士學位、并在瑞士聯邦環境科學技術研究室擔任過研發科學家的劉俊國說。
相比之下，在中國大陸做研究生、博士生、博士后，乃至正式工作的講師，待遇普遍不令人滿意。據財新記者了解，中國科學院和清華大學、北京大學等少數高校的研究生待遇目前好于國內其他機構。其中，中國科學院的博士生每月可以拿到2000多元或3000多元補助。而國內更多的高校，碩士生每月僅有兩三百元補助，博士生也只有每月1000多元。
上海大學教授戴世強在科學網博客上說，文革之前，他在中國科學院力學研究所做過四年的研究生，同齡研究人員的工資為56元，而他享受的國家助學金是每月42元。
上世紀60年代的42元人民幣，足以讓一位年輕研究生無憂無慮地地生活。不過，有學者指出，當時中國的研究生人數少得可憐，如今經過不斷擴招，研究生總人數相當可觀，很難再拿當年的標準來比較。
多位學者建議，改變研究生待遇偏低的局面，首先應從科研經費體制入手。很多中國學生，到美國等國家讀研究生可以拿到全獎，而導師提供的獎學金往往來自于其研究經費。在這些國家，研究生獎學金、博士后工資等人力成本，常常占到研究經費的一多半比重。而在中國，人力成本比例一直過低，像國家自然科學基金項目的人員費用就控制在15%以下。
全國人大代表、南開大學校長龔克在剛剛結束的全國人大會議上，特地提出進一步提高在讀研究生生活待遇的建議。他接受中國科學報采訪時表示，研究生待遇應該主要由研究經費來支出。
中國科學技術協會2010年度開展的“我國博士學位獲得者的職業取向調查”課題顯示，僅有24.3%的博士生從事工作與其所學專業完全對口。全國人大代表、中科院院士彭先覺接受中國科學報采訪時說，博士生畢業就中斷課題研究，“是莫大的浪費，更是一種奢侈行為”。
博士畢業后在國內高校做講師，通常薪水微薄，估計是上述“奢侈行為”產生的諸多原因之一。劉俊國告訴財新傳媒記者，很多國內高校的講師，收入少得可憐，有些年輕學者每月扣除保險金和公積金之后，拿到手的工資不到3000元，卻要在北京等生活成本高昂的城市中養家糊口。
“有很多青年科學家，為了生計不得不放棄自己的科研夢想。因此，我呼吁全社會關注青年科學家的成長，改善他們未來的生活待遇，讓青年科學家在人生的黃金時期能夠專心地研究，體面地生活。”劉俊國說。
