中國建筑集團有限公司技術集團有限公司是2003年8月15日經國家工商行政管理局審核批準，由中國建筑技術開發總公司改制成立。集團公司由國務院國有資產監督管理委員會所屬中國建研院投資控股。經董事會選舉，中國建筑科學研究院副院長、原中國建筑技術開發總公司法人代表總經理黃強為公司董事長兼總裁。

改制后的中國建筑技術集團有限公司具有房屋建筑工程施工總承包壹級、地基與基礎工程專業承包壹級、建筑裝飾裝修工程專業承包壹級、鋼結構工程專業承包壹級、機電設備安裝工程專業承包壹級、建筑智能化工程專業承包壹級資質；同時具有工程勘察甲級、工程設計甲級、智能建筑設計甲級、市政公用行業設計乙級資質；集團公司同時具有工程監理企業甲級資質、中華人民共和國進出口企業資格和對外經濟合作業務權資質。集團公司全資子公司北京中技天建建筑工程有限公司還具有城市及道路照明工程專業承包壹級、建筑幕墻工程專業承包貳級、建筑防水工程專業承包貳級、預應力工程專業承包貳級資質和特種專業工程專業承包資質（限結構補強）。集團公司也是北京市科學技術委員會授予的高新技術企業。
