劇情簡介：位于舊金山的普西迪基地是一個具有212年歷史的知名軍事基地，這里戒備森嚴，常年有重兵守衛，然而，女軍警佩蒂卻在一次執夜勤任務中，在基地的倉庫慘遭槍殺，驗尸報告表明，槍傷是軍方專用的托卡列夫手槍所為。年輕的舊金山警探奧斯汀受命查出真相，同時軍方也派出了考德威爾上校與他一同調查此案。對這個安排，奧斯汀和考德威爾都表現得不怎么友好。至于原因，還要追溯到奧斯汀在軍隊服役時，考德威爾上校是他的長官，年輕氣盛，做事莽撞的奧斯汀時常遭到古板守舊的考德威爾上校的“壓制”，因此從那時起就格格不入、針鋒相對。然而兩人之間的恩怨并沒有因為奧斯汀離開軍隊而結束，成為警員的奧斯汀在一次巡邏過程中，女同事遭到一個名叫保羅·勞倫斯的軍官騷擾，義憤填的他狠狠教訓了勞倫斯，還發誓要將他送上軍事法庭，不想考德威爾上校出面干預，使勞倫斯得以免受懲罰。奧斯汀始終對此耿耿于懷。這些都使得兩人的這次意外“重逢”頗不和諧。更糟的是，一個偶然的機會，奧斯汀結識了考德威爾的女兒唐娜，兩人很快便如膠似漆地交往起來，這更給兩個男人的相處增添了火藥味。
隨著案情的調查，出乎兩人意料的是，作案槍支的主人鎖定在了勞倫斯身上，因為不久前，他曾到相關部門維修過他的蘇聯TT-33手槍，而擁有這種槍的人可謂鳳毛麟角。面對質問，勞倫斯稱自己的槍不久前在賭桌上輸給了別人。給出相似口供的還有出現在案發現場的一輛林肯汽車的主人阿爾·皮爾，皮爾經營著一家銷售純凈水的公司，他說那輛林肯車一直是自己的妻子在開，而幾天前剛剛被盜。奧斯汀堅信勞倫斯一定在撒謊，于是暗中跟蹤，不想卻親眼目睹了他被一輛突然沖出來的汽車當街撞死。與此同時，考德威爾上校也從皮爾辦公室的一處細節發現，他和越南戰爭有著千絲萬縷的聯系。而普西迪基地的純凈水一直是皮爾的公司在供應，這其中是否有著某種不為人知的秘密呢？隨著調查的深入，考德威爾和奧斯汀的合作漸漸默契起來，他們也意識到，必須盡釋前嫌方能將這個慘絕人寰的殺手繩之于法！經過幾天的暗中監視，真相終于浮出了水面，皮爾利用從菲律賓進口桶裝水作為掩護，將黑市交易的鉆石藏在水里，偷運回國。勞倫斯作為內應，每天晚上將桶水倒空，取出鉆石。佩蒂之所以遇難，就是執勤當晚偶然目睹了勞倫斯的這一行為。
