龍小寧教授，教育部“長江學者”特聘教授，國務院學科評議組成員，百千萬工程人才國家級入選者，福建省“百人計劃”和福建省“高校領軍人才計劃”入選者，廈門大學“我最喜愛的十位老師”，斯坦福大學胡佛研究院Glenn Campbell and Rita Ricardo-Campbell國家獎金獲得者。China Economic Review 以及《中國經濟問題》聯合主編。1993年獲西安交通大學管理學學士，1996年獲對外經濟貿易大學國際貿易碩士學位，2001年獲美國華盛頓大學（圣路易斯）經濟學博士學位，2001-2011年于美國柯蓋德大學任教并獲終身教職，2011年起任廈門大學王亞南經濟研究院和經濟學院經濟學系教授、博導，2013年起任經濟學院經濟學系系主任。龍教授運用法經濟學實證方法，開創性研究中國外貿外資、企業發展、經濟增長與制度安排之間相互影響等問題，成果發表于Journal of Law and Economics, Journal of Public Economics, Journal of International Economics, Journal of Comparative Economics, Economic Development and Cultural Change, World Development等國際學術期刊，以及《經濟研究》、《經濟學(季刊)》、《管理世界》、《世界經濟》等國內刊物，并合著英文論著Foreign Direct Investment in China: Winners and Losers。
