2021年5月21日，防彈少年團發布了他們的第二首英語單曲《Butter》，獲得了評論和商業上的成功。6月15日，所屬經紀公司宣布防彈少年團將于7月9日發表單曲專輯《Butter》，包括英語單曲《Butter》和一首新歌曲。7月1日，公司公布新歌的名字為《Permission to Dance》。韓國時間7月7日午夜，《Permission to Dance》的預告片在YouTube公開。音樂錄像在9日韓國時間下午一點公開。
