約瑟夫·奈（Joseph Samuel Nye，1937年1月19日-2025年5月6日），出生于美國新澤西州，美國政治學者，美國國家科學院院士，哈佛大學杰出服務教授、名譽教授，被稱為“軟實力之父”。
約瑟夫·奈于1964年在哈佛大學取得政治學博士學位后，留校從事教學和科研工作，曾任哈佛大學肯尼迪政府學院院長，于20世紀70年代和90年代兩次進入美國政府工作，先后在國務院、國家情報委員會和國防部任職，主要負責美國國家安全事務。2014年10月，約瑟夫·奈被任命為美國外交政策委員會委員。
約瑟夫·奈是國際關系理論中新自由主義學派的代表人物，曾在《對外政策》雜志發表題為《軟實力》的文章，最早明確提出并闡述“軟實力”（Soft Power）的概念。他提出的“軟實力”概念深刻地影響了人們對國際關系的看法。2008年，一項對于國際關系學界2700位學者的調查將奈教授列為美國外交領域中最具影響的學者，《外交政策》雜志也在2011年將其評為全球百位思想家之一。當地時間2025年5月6日，約瑟夫·奈去世，享年88歲。
人物生平
約瑟夫·奈1937年生于美國新澤西州南奧蘭治，畢業于普林斯頓大學。之后取得羅德獎學金，至英國牛津大學埃克塞特學院留學，并獲得羅德學者稱號。1964年獲哈佛大學政治學博士學位后留校任教。
1977—1979年間，約瑟夫·奈擔任美國副國務卿幫辦，并成為國家安全委員會核不擴散小組負責人，之后于1984年當選為美國國家科學院院士。1993—1994年，他擔任國家情報委員會主席，1994—1995年擔任助理國防部長，負責全球安全事務。他在上述三個職位上都得到過杰出服務獎。1995-2004年，他任哈佛大學肯尼迪政府學院院長。
約瑟夫·奈對中國“軟實力”增長較為關注，并于2005年底在《華爾街日報》上發表了《中國軟實力的崛起》一文。2006年1月，約瑟夫·奈在《外交》雜志上撰文《重新考慮軟實力》，指出單獨依托硬實力或軟實力都是錯誤的，美國必需革新其外交兵略，要將美國的“硬實力”與“軟實力”巧妙分離起來構成“巧實力”。2012年4月25日，約瑟夫·奈來北京大學做了關于軟實力的報告。
2013年12月12日，約瑟夫·奈在北京參加北京2013 NU SKIN 如新大師趨勢論壇并發表演講；次年10月，約瑟夫·奈被任命奈為美國外交政策委員會委員。2024年6月4日，約瑟夫·奈在世界報業辛迪加網站刊登題為《烏克蘭戰爭的新舊教訓》的文章，從網絡、經濟、新舊武器等方面表述了俄烏沖突的八條新舊教訓。
當地時間2025年5月6日，約瑟夫·奈去世，享年88歲。
主要成就
1973年，約瑟夫·奈與羅伯特·基歐漢合著《權力與相互依賴》，奠定了其新自由主義學派理論代表人的基礎，并標志著新自由主義國際關系學派挑戰（新）現實主義理論霸主地位的開始。他是國際關系理論中新自由主義學派的代表人物，以最早提出“軟實力”（Soft Power）概念而聞名，被稱為“軟實力之父”。他在1990年出版的《注定領導世界：美國權力性質的變遷》一書及同年在《對外政策》雜志上發表的題為《軟實力》一文中，最早明確提出并闡述了“軟實力”概念。“軟實力”隨即成為冷戰后使用頻率極高的一個專有名詞。在2004年出版的新著《軟實力：世界政治中的成功之道》一書中，他又對“軟實力”概念進行了補充。約瑟夫·奈所說的“軟實力”，主要包括文化吸引力、政治價值觀吸引力及塑造國際規則和決定政治議題的能力，其核心理論是：“軟實力”發揮作用，靠的是自身的吸引力，而不是強迫別人做不想做的事情。
