厄恩斯特·哈斯(1924 – March 6, 2003)，加利福尼亞大學(xué)伯克利分校國際關(guān)系學(xué)著名教授，德裔美國人，著名國際政治學(xué)家，新功能主義創(chuàng)始人。美國藝術(shù)與科學(xué)學(xué)院成員，并為多國及國際組織擔(dān)任顧問。

1969-73年間為該校國際關(guān)系研究所主任。
研究方向
哈斯主要研究興趣是國際一體化，他注意到歐洲的自由主義及“好的資本”變化將極大改變傳統(tǒng)的國際政治，但他的研究區(qū)別于傳統(tǒng)的自由主義。
主要貢獻
新功能主義不貶低國家的作用，但同時強調(diào)區(qū)域利益團體、個人以及國內(nèi)政治機制的在一體化中的作用。雖然國家開始了合作與一體化，但區(qū)域利益團體和國際機制推動一體化向前發(fā)展，而且個人日益尋求通過國際組織和區(qū)域團體解決問題，而不僅僅像過去那樣求助于國家。
1997年，哈斯 The Uniting of Europe 一書被《外交》評為20世紀國際關(guān)系50本重要著作之一。
