李哲，男，1972年生，工學博士，研究員，碩士研究生導師，哈爾濱理工大學工程訓練中心教師，黑龍江省刀具技術協會理事。主持國家自然科學基金、市科技攻關等4項，參與國家自然科學基金、國家科技重大專項等國家級項目4項、省部級公關項目3項。在國外刊物、國際學術會議及國內核心期刊上發表論文10余篇，EI檢索9篇，授權專利5項。
